This certainly describes a nice open ended scenario. Now I've got to go read the article.

That's a pretty weird story but I'm sure a gamemaster could make it weirder. If I were running the game the officials cracking down on the UFO seekers would only be using protection of the area as a cover story and would actually have nefarious reasons for the crackdown. (Maybe they are in league with evil non buddhist aliens.)
